Volunteer non-paid first and second responder organizations

With the shortage of first responders and non-profit groups (like the Red Cross and Salvation Army) to meet major disasters like Hurricanes Katrina & Laura and North LA historic flooding in 2015 & 2016, along with the COVID-19 pandemic, some have once again asked "is there a need for some form of "LA or TX state first responder/volunteer organization service" ?
