Qualitative evaluators would supplement the numerical summaries from a relational database with direct observations of activities associated with the program; discussions with participants, those who chose not to participate, and staff; and examinations of program documents, other materials, and artifacts. This approach is called qualitative evaluation to distinguish it from its quantitative measurement counterpart or quantitative evaluation (Posavac, 2019).
