Oxfam in Liberia and Foundation for Community Initiative (FCI)

    Oxfam in Liberia and Foundation for Community Initiative (FCI) are partnering on this European Union funded project which focuses on challenging and changing discriminatory social norms, attitudes and practices to prevent sexual and gender-based violence, especially violence against women and girls. A minimum of 65% of the project funds will go to third party organizations, selected through this call for proposals. Strengthening the institutional, technical and financial capacities of women’s rights organizations and movements is thus the other main focus of the action. The Enough! Project will mobilize communities and women and girls’ rights organizations/groups for advocacy and dialogue towards the passage and implementation of a law that criminalizes domestic violence. It will help survivors access services and justice as a stop-gap measure, while researching and piloting alternative, sustainable emergency and transitional safe spaces for survivors. The action will also involve a mentorship program on transformative leadership for women’s rights, and Enough! Campaign activities to transform social norms that underpin violence against women and girls and blame the victims of violence. Men and boys, women and girls will be encouraged to adopt and promote gender equitable social norms, attitudes and behaviors at the community, relationship and individual level. The action will be carried out in communities in Rivercess, Sinoe, Grand Gedeh, Montserrado and Margibi counties. Purpose of the call Oxfam in Liberia and FCI are seeking capable community based organizations built on feminist or human rights based principles that can contribute to the below outcomes. Project outcomes 1. CSOs and communities are equipped to implement, monitor and evaluate violence against women and girls’ including developing community action plans and implement advocacy actions 2. Public-private institutions and other multi-sectoral stakeholders demonstrate their commitment towards the prevention of VAWG; protection for survivors; investigation and prosecution of cases; punishment/rehabilitation; and provision of reparation/redress 3. Women and girls actively participate in policy reforms and decision-making processes. 4. Survivors have access to gender-sensitive justice including legal advice and support, access to quality health and other services and support such as safe spaces, and crisis counselling. 5. Men and boys challenge negative masculinity that reinforces and normalizes the use of violence against women and girls 6. Gender equitable social norms, attitudes and behaviors are adopted and sustained at the community, relationship and individual level. 2 Eligibility 1) Applicant must have demonstrated experience in women’s rights and sexual and gender-based prevention and response. Some expertise in safeguarding, child protection, and reproductive health and rights highly desirable. 2) Applicant must have up-to-date legal documents including Article of Incorporation, Business Registry, Accreditation, and Bank Account. Organizations led and staffed by women and youth are strongly encouraged to apply. Developing the Proposal Use the attached template. Pay attention to maximum length for each section. Be sure to provide all the required information. Write clearly and concisely – to the point. The entire proposal must not exceed 8 pages including the budget (10,000 – 40,000 USD annually). Evaluation criteria Demonstrated experience in SGBV, women rights, children’s issues, reproductive health and rights Working in and with cultural knowledge of target districts Track record of working closely with communities, CSOs (especially WROs and youth groups), and other relevant stakeholders Track record of successful advocacy and/or networking activities Capacity to implement the activities defined in the call for proposal Activities with sound methodologies and approaches Realistic and reasonable budget and operational to programmatic ration Not all organizations will receive the same amount of funding. The amount of financial support for each third party will be determined by: 1) The cost of the activity(ies) to which the partner commits and 2) an assessment of organizational capacity (legal status, financial and administrative management, procurement, compliance, monitoring and evaluation). 1 Enough!
