B​‌‍‍‍‌‍‍‌‍‌‌‍‍‍‌‍‌‌‌‍​ackground: The 9/11 Commission identified barriers in intelligence and information sharing that contributed to a degrading of national security. New legislation was enacted by Congress and the executive branch that created new policies and regulations designed to enhance information sharing across the government and the Intelligence Community.
