At all levels – local, state, and federal – there were failures that impeded effective recovery efforts following Hurricane Katrina. Local officials had limited resources with which to respond while state governments failed to coordinate effectively with the federal government despite having requested additional aid prior to landfall; ultimately this delayed much needed help reaching those who needed it most including evacuating people stranded due to flooding or providing temporary housing solutions for displaced families whose homes were destroyed by wind damage or floods caused by levee breaches along Lake Pontchartrain. On the federal level there was insufficient pre-storm preparation resulting in delays on assisting both first responders as well as civilians during evacuation attempts leading up to landfall followed by an even greater delay once the storm had passed before any meaningful contributions could be made towards restoring order after its devastation had been wrought upon coastal communities from Mississippi through Louisiana’s 9th ward into New Orleans proper where tens of thousands lost their lives due solely to ineffective post storm responses from all three election tiers: Local ,State & Federal Government Agencies .

In conclusion it can be said that each tier – local ,state & federal – failed miserably when responding adequately post-Katrina; although some city mayors issued a “call for action” organizing volunteers so they could successfully facilitate orderly evacuations from areas affected by flooding , more attention should have been given pre-landfall if adequate preparations would have been established (such FEMA supply stockpiling) thus avoiding unnecessary suffering & fatalities due solely too slow responses generated directly from ineffective intergovernmental cooperation amongst all three branches responsible for handling natural disaster scenarios such these & thus protecting its citizens rights thereby saving countless lives.
