In the words of Brown, “discretion is an inescapable element of police work.” He wrote an entire book on how discretion is weaved into almost every aspect of a patrol officer’s job and describes officers as street level bureaucrats with tremendous policy-making powers. What does he mean and where do officers get this policy-making power?
Do you agree with Brown that “through the exercise of discretion patrol [officers] define and redefine the meaning of justice?” Explain why you agree, disagree, or partially agree/disagree.
