Establish a functioning political system

All of the empires we have studied in this course needed to establish a functioning political system in order to exist, but they varied enormously in the kinds of formations that they implemented and policies that they followed. Discuss how political issues played into the organization, policies, and history of empires in at least two of the three regions treated in the second half of the course.
