in 2017, 27 employees were transferred out of 34 specialized and 11 specialized personnel in chart 1. In addition, in 2018 and 2019, 23 and 46 employees were transferred respectively. 11 employees resigned in 2019. Although job specialization builds experts, they cannot handle multiple tasks (José et al., 2011). Specialization constrains them from replacing someone who is gone. As such, the quality of work performance is affected. This study tries to identify the many aspects of job specialization at NCCAL and build a theory regarding job specialization.
