Cooperative Federalism

In contrast to Cooperative Federalism, how did the Rehnquist Supreme Court interpret the Commerce Clause and the Necessary and Proper Clause to construct New Federalism. Why did the Supreme Court depart from its former (Cooperative Federalism) interpretation of the law? What was its objective?
